Delay Evaluation Methods |
| For a delay or disruption claim to be successful, we have to establish the relationship between an event and the delay or disruption. There are four schedule methodologies that we can use to determine delay and its impact. |
1. Impacted As-Planned Schedule
We add delay issues to the as-planned schedule to assess their impact on the project's completion date.

2. Collapsed As-Built Schedule Analysis
We remove affected performance periods (i.e. periods of delay) from the as-built schedule to arrive at a theoretical project completion date and work sequence.
|
3. Window Analysis
We segment the project into distinct timeframes and affected performance periods. We evaluate each time segment to determine their impact on the overall completion date.

4. Update/Impact (or Contemporaneous) Schedule Analysis
We incorporate delay issues and determine their impact on the project completion date.

Great American Ballpark, Cincinnati, OH, Project Value: $300M
The Great American Ball Park became the second ballpark to be built on the banks of the Ohio River. In order for construction to begin, 14,000 seats had to be removed from the outfield of the Reds former home, Riverfront Stadium. For two years, Reds fans were able to watch the new ballpark rise beyond the outfield of Riverfront Stadium.
Great American Ballpark has approximately 42,271 red seats in three levels.

Phillies Ballpark, Philadelphia, PA, Project Value: $350M
The 43,500-seat, state-of-the-art Citizens Bank Park is the ultimate baseball and entertainment experience located on a 21-acre site in South Philadelphia. Featuring natural grass, a dirt playing field, a scenic view of the Philadelphia skyline and an open-air atmosphere.

Lungmen Nuclear Power Plant, Taipei, Taiwan, Project Value: $5B
The project involves a 2,700MW plant consisting of two 1,350MW units at Yenliao, on the north eastern tip of Taiwan, near the capital Taipei. The Advanced Boiling Water Reactor (ABWR) technology marks a departure from Taiwan Power Company (TPC's) three existing nuclear plants, which are smaller units completed in the late 1970s and early 1980s. The Advanced Boiling Water Reactor (ABWR) is a Generation III reactor based on the boiling water reactor. The standard ABWR plant design has a net output of about 1350 megawatts electrical. |

Performed forensic analysis of schedule delays and cost overruns,
in defense of a contractor. Analysis included developing a
delay and disruption claim and the defense against the assessment
of substantial liquidated damages by the owner.

Refurbishment of Oil Refinery, Aruba, Project Value: $200M
Performed forensic analysis of owner caused impacts, in defense
of the termination of general contractor. Analysis included
a delay and disruption claim to justify the wrongful termination
by the owner and the defense against substantial backcharges, assessed
by the owner, to self perform incomplete work.

Airports |
|
Northwest Midfield Terminal, Detroit, MI, Project Value: $1.2B
Northwest Airlines designed and built a spectacular, state-of-the-art terminal at Wayne County's Detroit Metropolitan Airport. The project included the construction of a new international/domestic terminal (the "Midfield Terminal') with 97 gates, airfield connections via aprons and taxiways, a large parking structure with 11,500 spaces, a multi-level system of access roads to the new terminal, and a power plant.

Orange County Convention Center (OCCC)- Phase IV, Orlando, Fl, Project Value: $800M
Orlando, Fla., is one of the prime convention destinations in the U.S., thanks to the weather, the local attractions and the modern, well-maintained Orange County Convention Center (OCCC).
The Phase V expansion, which consisted of 2.8 million sq.ft, of exhibit and meeting space, made it the largest public project in Orange County history. Combined with four earlier phases, the total complex is now the second largest convention center in the country.

We are CPM Scheduling and Forensic Delay Analysis Experts. In support of litigation, Construction Risk Consultants has analyzed construction claims ranging in value from $1M to $50M.
In support of our detailed forensic analysis, we often utilize powerpoint where each slide we create tells a portion of the story. We piece the slides together to analyze time frames and interfaces.
Of course, it is not often that simple ... as on one complex assignment, we had created over 6,000 slides covering a history span of a seven (7) year project. We consolidate the details of our detailed analysis to a manageable and concise summary presentation.
